H. Alan Mooney, P.E., President

In 1974, Alan Mooney purchased a license from Arthur Tauscher and has operated that business through the present. CRITERIUM - Mooney Engineers provides consulting services similar to the consulting engineering services franchisees provide. On June 1, 1988, he acquired Coast to Coast Engineering Services. Since the franchisor's incorporation in Maine on July 19, 1989, Mr. Mooney has been the President, Treasurer, and Director of Criterium Engineers. Mr. Mooney is a licensed Professional Engineer in the states of Maine, New Hampshire, Vermont, Massachusetts, New York, and South Carolina.

 

Peter Emil Hollander, R.S., Senior Vice President, Corporate Development

Peter Hollander's principal areas of responsibility are business management, training, marketing, and systems development. His employment with Criterium Engineers began in 1989 as Director of Operations. Beginning in 1976, he was engaged in energy consulting, first with The Franklin Institute in Philadelphia and later with Booz, Allen & Hamilton in Washington, D.C. From 1983 until 1989, Mr. Hollander was employed by Cornerstones, a diversified company engaged in software development for the building industry, utility consulting, construction, and education and training, first as Director of Professional Development and later as President.

 

 

Richard E. Tinsman, Senior Vice President, Operations 

Dick joined Criterium Engineers in 2005 to manage the national Quality Construction Program. Immediately prior, Dick was the Director of the Massachusetts Technology Collaborative Green Buildings and Infrastructure Program, developing and implementing one of the nation’s best, state-wide high performance building programs. Prior to that, Dick was a senior officer in the U.S. Coast Guard Reserve, responsible for a variety of active duty missions including law enforcement; search and rescue; harbor defenses; and homeland security. Dick was Vice President of a mid-sized residential and commercial construction company with annual volume of $15 million and manager of environmental consulting and planning practices for engineering and architectural companies in Maine and Maryland. He has served as an elected municipal official in Maine and served on numerous town, state and national appointed boards and commissions. He currently serves as an Overseer to the Museum of Science in Boston, Massachusetts, as a member of its Facilities Committee, and as the Chairman of the Museum's Green Buildings Committee.

 

Jack Carr, P.E., RS, LEED-AP, Senior Vice President, Engineering

Jack’s primary focus is directing the engineering services in the Company’s Northeast Division. Prior to joining Criterium Engineers, his experience included over 25 years of structural design, managing construction operations, and engineering business development. He has been a presenter at national Community Association Institute conferences and the Massachusetts Bar Association’s Continuing Legal Education conference on condo related issues and has had many technical article published. Jack is a licensed Professional Engineer, condominium Reserve Specialist, and LEED Accredited Professional (Green Building Certification Institute). He is a member of Structural Engineers Association of Maine, the Portland Society of Architects, and is on the Board of Directors for Condo Media Magazine.

 

Barbara Whiton, Senior Vice President, Affiliate Office Operations

Barbara joined Criterium Engineers in November 1988, after its acquisition by H. Alan Mooney. Since then, she has served as Manager of Communications with principal responsibility for franchisee communication and administration of insurance programs. In the early 80s, Ms. Whiton served as the administrative assistant to the developer of Village Green at Stowe in Stowe, Vermont, a resort condominium complex. In the late 80s, she served as the Administrative Assistant to the President and Vice President of Operations of RAM Management Company, a real estate development company. From September 1987 through October 1988, Ms. Whiton was Director of Property Management for Sugarloaf Homes, a subsidiary of The Dartmouth Company, Carabassett, Maine, providing property management to 17 condominium associations.

 

 

V. Campbell Grant, P.E., Senior Engineer

Cam has worked in a variety of technical and managerial capacities in the construction field for corporate facility owners, consultants, and contractors. He attended the University of Maine at Orono where he graduated with a Bachelor of Science degree in Civil Engineering (BSCE) in 1975. He has been licensed as a Professional Engineer in the State of Maine since 1980. Professional positions have included: Land Surveyor for property definition and residential development; Field Engineer & Foreman for general contractor on urban renewal projects; Design Engineer for consultant in public works & commercial site design; Resident Construction Engineer for environmental consultant for waste-water plants and interceptors; Facility Project Engineer for plastics plants and shipyard capital investments; Assistant Program Director for US Navy ship overhauls, Manager of Planning for design/fabrication/installation of custom paper-making machines, and, most recently before joining Criterium Engineers, Project Manager/Estimator for a commercial development general contractor. At Criterium Engineers, Cam is responsible for the review of all national accounts work and technical assistance to offices.

 

 

James Stump, P.E., Chief Engineer 

Jim has over 30 years of experience in construction engineering, including over 8 years as Chief Engineer at Criterium Engineers, 10 years as Project Manager/Engineer with Criterium Engineers, four years as Capital Projects Manager on renovation and new construction projects at Bowdoin College, and eight years as a self-employed building engineer/contractor. Jim is a licensed Professional Engineer in Maine, Massachusettes, and Arizona as well as being a certified EIFS Inspector and Building Inspection Engineer. Jim is also a current member of the National Academy of Building Inspection Engineers, National Society of Professional Engineers, and Structural Engineers Association of Maine.

 

 

Billy Gibson, Field Services Director 

Billy joined Criterium Engineers in 2005. Billy has over 18 years of Construction Experience through combined field services with Criterium Engineers and as Superintendent and Project Manager with development and construction firms. Billy serves as Criterium Engineers Regional Director, responsible for Field Services and project oversight in the South and East United States. His certifications include Leadership in Energy & Environmental Design Accredited Professional (LEED AP), Exterior Insulation and Finish System (EIFS) Certified Inspector - AWCI, Post Tensioning Institute Level 1 Certified Un-bonded Post-Tensioning Inspector, Registered Roof Observer (RRO) - RCI, ICC Residential Building Inspector, and Microsoft Certified Professional.

 

 

Brian Melcher, Field Services Director 

Brian has 15 years Construction Experience with a focus on Multi-Use Institutional/Commercial building types. Brian serves as Criterium’s Regional Director responsible for the Engineering Field Technician staff in the Southwest. His certifications include LEED Accredited Professional (Leadership in Energy & Environmental Design), Exterior Insulation and Finish System (EIFS) Certified Inspector – AWCI, Post Tensioning Institute Level 1 Certified Unbonded Post-Tensioning Installer, Post Tensioning Institute Level 2 Certified Un-bonded Post-Tensioning Installer, Registered Roof Observer (RRO) – RCI, ICC Residential Building Inspector.

 

 Scott Bourgoin, Director of Information Technology 

Scott joined Criterium Engineers in June of 2010 to take up the reins as Director of Information Technology. Prior to this, Scott served as the Director of Technology for Maine School Administrative District 35 where he supported a wide variety of information systems and technologies for upwards of 400 staff members. Scott's varied roles have included technology consultant, project manager, network manager, information systems manager, database analyst, web developer, and strategic planner, among others. Scott has a Bachelors degree in Information Systems and Management, a Masters degree in Information Systems, and a Data Quality Certification from the state of Maine. Scott is excited to offer his education, experience, and vision for the good of Criterium Engineers, its affiliates, and its clients.

 

Bill Parrilli, Director of National Client Services

Bill has over 7 years experience promoting quality assurance services to builders and general contractors across the county. He joined the Criterium Engineer team in January of 2006. His responsibilities include assuring that our clients are well served, new business development, creating proposals for those new opportunities and general oversight of our marketing and client services and relationship building efforts.
